The Government of the Belarusian People’s Republic as a political institution was only a project created with the aim of achieving real independence. De facto it was the only democratic institution that could act to protect the rights of the Belarusian people and to represent its interests in the world. But the national elite was politically disunited and organizationally not prepared for a massive growth. Politically, Belarusian national figures were often struggling among themselves for personal and group interests. This meant the tragedy of this movement.
