The authors of this article discuss different definitions of e-governance reconstructed from official documents and academic works, make a comparative analysis of some cases of theory and practice of e-government and e-governance in the USA, the UK and Russia. The application of e-governance tools for solving the problems of urban space and city communications is the axis of the article. Thus, the case of Manchester serves as one of the successful examples of participatory inclusion of citizens in e-governance. The history of e-government forming in Russia is studied in the second part of the article. The authors speculate on why e-government in Russia has problems in transforming in e-governance and what problems of urban participatory culture it may inflict.
